If you're interested in learning blog design in depth, then a new program offered by the team behind the popular Wordpress themes from iThemes might have a great opportunity for you. They've started WebDesign.com University where they'll offer a variety of training tutorials, webinars, and more that anyone can use to learn blog design with Wordpress.
There are both pay as you go and annual payment options, and both are fairly reasonable considering what you're apt to learn from them. I've sat through a number of iThemes-related tutorials, and they've always been very clear and informative. Web design and coding are not my strengths, so I say that as a non-technical expert. I use the iThemes Flexx theme on one of my personal blogs, and I highly recommend it.
I have not tried the WebDesign.com University program, but it certainly seems like a great option for people who want to learn more about blog design than how to upload a new theme.
